Secondary Plan - Wallaceburg South Side

The Municipality of Chatham-Kent has initiated a process to create a Secondary Plan for a portion of the south side of Wallaceburg that includes part of the downtown core and adjacent land uses. The Secondary Plan will set a vision for how the area will evolve over the next 20+ years, and will align with the Municipality's CK Plan 2035 and Council Priorities. The process is led by the Municipality's Planning Services department in collaboration with a consulting team at Fotenn Planning + Design and TYLin Group.

The Wallaceburg South Side Secondary Plan (WSSSP) was approved by Council on March 18, 2024, through the adoption of Official Plan Amendment No. 80 (OPA 80). The WSSSP now forms part of the Chatham-Kent Official Plan as Policy B.2.13.3, and can be located on the Municipal website. An online survey to collect feedback on the Draft Concept Report was available from February 3 until March 3, 2023, and an open house and workshop occurred on February 18, 2023, at the Royal Canadian Legion in Wallaceburg. Background:

Downtown Wallaceburg has historically been located on the north and south sides of the Sydenham River, at the confluence of the river’s north and east branches (the forks). In the early 1900s, the downtown core was well established as a centre for commerce and gathering. By the mid-1900s the south side began to decline as new public and private investment directed industrial, commercial, and institutional activity away from this area. As a result, many properties have been left vacant or underutilized.

In recent years, the Municipality of Chatham-Kent has received interest about potential redevelopment opportunities, particularly along Wallace Street between Murray Street and McDougall Street. The Municipality also owns several vacant properties with development potential on Wallace Street, King Street, and Minnie Street, but has lacked direction on how these properties should be developed.

In response, the Municipality has initiated the Secondary Plan process to set a 20+ year vision for the planning area. The Secondary Plan will provide a comprehensive planning framework developed through a collaborative and transparent process that includes opportunities for public participation. It will contain a land use concept and supporting policies that can facilitate revitalization through gradual transition over time with investment from the public and private sectors.

  • Winter 2021/2022: Virtual Interviews
    Virtual interviews occurred with agencies, institutions, businesses, community groups, and developers that are active in, or interested in, the planning area.

  • Spring 2022: Online Survey 1
    The focus of the public survey was to learn about challenges and opportunities in the planning area, along with the public’s vision for the future of the area.

  • Winter 2023: Online Survey 2, Open House, and Workshop
    An online survey, in-person open house, and in-person workshop were held in February to receive feedback on the Draft Concept Report prepared for the planning area. The report includes a vision statement, guiding principles, and a land use plan.

  • Summer 2023: Open House (Statutory Public Meeting) for Draft 1 Official Plan Amendment (OPA)
    An open house was held on July 10, 2023 to discuss the contents of the Draft OPA, followed by an informational presentation deliver to Municipal Council.

  • Winter 2024: Potential Adoption by Municipal Council
    Draft 2 of the OPA will be considered for adoption at the March 18, 2024, meeting of Municipal Council at 6 pm in Council Chambers at the Chatham-Kent Civic Centre. The public can submit written submissions and/or speak to Council as a delegate.


What is a Secondary Plan?

A Secondary Plan is a land use planning and policy document that:

  • Adapts and implements the objectives, policies, and land use designations of the Official Plan to fit with the local context of the planning area
  • Establishes land use policies to guide growth and change over time
  • Promotes a desired type and form of development and infrastructure
  • Guides public and private investment

Secondary Plans cover many themes including:

  • Commercial, institutional, and residential land uses
  • Mobility
  • Public spaces
  • Recreation
  • Arts, culture, and heritage
  • Beautification

Secondary Plans are adopted as an amendment to the Official Plan through a Municipal Council decision process. A Statutory Public Meeting is a requirement of this process.
