Imagine Wheatley : Secondary Plan

On October 21, 2024, Council of the Corporation of the Municipality of Chatham-Kent approved Official Plan Amendment (OPA No. 82) and Zoning By-law Amendment (File D-14 WH/30/24/C) concerning the South Wheatley Secondary Plan (SWSP) study area.

At the meeting, Official Plan Amendment No. 82 was adopted by Council, which adopted the South Wheatley Secondary Plan. Adoption of SWSP introduces appropriate land uses, associated goals, policies, and implementation elements applicable to the study area. It also included the adoption of the Concept Report, which is a supporting document of the Secondary Plan. Copies of the by-laws and Concept Report can be found in the documents section.

As a historically agricultural area, South Wheatley has the potential to grow and develop. The land use plan and servicing strategy will encourage the environmental, social, cultural and economic sustainability of the area. The Secondary Plan process utilized innovative approaches and creative solutions to develop a neighbourhood land use plan for South Wheatley that integrates the community’s vision for the future.

Public Meetings

October 21, 2024: Council Consideration - Completed

  • The Secondary Plan and Official Plan Amendment will be presented at Council for adoption. The Final Concept Report is available in the document library on the right of this page.

A secondary plan happens through a deliberate, collaborative, and transparent public process. This process provides for people to participate through the various milestones from learning and visioning, identification of alternatives, and evaluation of a preferred outcome. The following engagement opportunities were included in the formation of the Secondary Plan:

September 27, 2022 : Stakeholder Engagement, Round 1 - Completed

  • The team hosted the first Open House to introduce the project and provide the public with the opportunity to provide feedback. Administration is currently reviewing the comments received from the successful Public Meeting, which will be considered as the project moves forward. December 6, 2022: Stakeholder Engagement, Round 2 - Completed

  • The team hosted a second Virtual Open House to provide the public with an opportunity to comment on the land use alternatives prior to the completion of the evaluation. The purpose of this meeting was to solicit feedback on the preliminary land use and servicing concepts.
  • The preliminary land use alternatives and servicing concepts presented at the meeting are available now in the document library. The comment period will remain open until January 2nd, 2023, and can be submitted by email at ckplanning@chatham-kent.ca or directly to Gabriel Clarke at 519-360-1998 x3044

September 18, 2023: Statutory Public Meeting - Completed

  • A Statutory Public Meeting on the Draft Secondary Plan will be held on Monday September 18, 2023 to collect public input for potential revisions. The meeting will begin at 6:00pm and be held in the Council Chambers at the Chatham-Kent Civic Centre - 315 King St W Chatham. Interested members of the public are invited to attend the meeting and provide comments on the Draft Secondary Plan to Council. The Draft Secondary Plan document as well as the Notice of Public Meeting - which contains instructions on how to participate in the meeting - are available in the document library on the right of this page.
